Hebdon served as a Royal Agent in Russia in 1650 along with Osborne. Hebdon also went on the Carlisle Embassy to Russia, Sweden and Denmark in 1663-64. Hebdon served as Russian resident in London, but returned to Russia in 1677-8 as the Stuart envoy there.
