Housing in St Andrews

Since April 2019, Fife Council has a policy of “no growth” to the number of house in multiple occupation (HMO) licenses in St Andrews. How does that policy affect rent, property prices, and student housing?  

The goal of this project is to quantitatively evaluate the impact of the HMO licences policy on the St Andrews housing market. To do this, the students involved in the project will: 

  • build an economic model of the housing market 
  • gather and use data to calibrate the model 
  • generate predictions with and without the policy limits on HMO licenses.  

The outcomes of interest are rent prices, student residential choice, and property prices, but also possibly broader issues such as studentification, impact on the local economy and environment.
